LAND RIGHTS - AGRARIAN REFORM AND RURAL DEVELOPMENT (ARRD) PROGRAM

A. Policy and Law Reform Advocacy. This program aims to engender a policy and legal environment that is more advantageous to the marginalized sectors of society particularly the poor.

B. Direct Legal Services. This program could take any of the following forms:

(1) Representation of the members of the marginalized group being assisted in legall cases actually filed before quasi-judicial and judicial bodies;

(2) Legal representation of partners during claim-making activities undertaken before concerned government institutions such as in dialogues, forums, negotiations, planning, mobilizations, and like activities;

(3) Technical legal assistance required by the marginalized groups being assisted as they work for the protection and/or promotion of their land and related rights.

C. Paralegal Development Intervention. This programs aims to set up and/or maintain paralegal committees within partner organizations. It involves the building of capabilities of prospective and existing paralegals by imparting or enhancing their knowledge of the law, especially those that have a pervasive impact on them as a sector and training them in the legal skills and in the performance of paralegal tasks.

D. Education. Not to be confused with paralegal development, which necessarily includes instruction of paralegals, the Education Program refers to basic educational interventions for the benefit of the members of the rural sector, agrarian reform advocates, and the public as a whole.

E. Research and Publication. This is a support  program to the other program components. The outputs under this component include policy and case studies, legal monographs, newsletters, primers, manuals, brochures, and other educational materials. IDEALS would nevertheless maximize  the use of already published materials.


ECONOMIC RIGHTS PROGRAM

I. International Trade Law Program. This program hopes to equip the economically marginalized or disempowered stakeholders of international trade (e.g. farmers, fishers, other rural workers, laborers) with legal literacy that will allow them to engage the government on trade policies and programs and thereby participate in their formulation, review or implementation.
